The details are a bit fuzzy, but basically it boils down to this: When the game shut down in 2012, a developer leaked the issue24 client / server source to a player, who then ran a secret private server until 2019, when that server's existence leaked, and they released the source code to the public. I grabbed the source, and set Victory up, we've been up since April 2019.1 point
